Qualifications for Operatives

The New Roads and Streetworks Act 1991 (NRSWA) requires organisations to ensure that work to install, renew, maintain and inspect underground apparatus in the street is controlled by competent people.

To meet these requirements, organisations have to make sure that an operative, with the appropriate qualification(s), is on site when works are in progress.

The qualifications for the various types of work are made up of one or more units of competence. The units for operatives are listed below;

Unit 1. Location and avoidance of underground apparatus

Unit 2. Signing, lighting and guarding

Unit 3. Excavation in the highway

Unit 4. Reinstatement and compaction of backfill materials

Unit 5. Reinstatement of sub base and base in non bituminous materials

Unit 6. Reinstatement in cold lay bituminous materials

Unit 7. Reinstatement in hot lay bituminous materials

Unit 8. Reinstatement of concrete slabs

Unit 9. Reinstatement of modular surfaces and concrete footways


Currently, there are five separate qualifications (awards) that may be registered by trained operatives;


Qualifications (type of work) Units of comptence required
1. Excavation in the highway Units 1, 2 & 3
2. Excavation, backfilling and reinstatement of construction layers with a cold-lay bituminous surface Units 1, 2, 3, 4, 5 & 6
3. Reinstatement of construction layers in hot-lay and cold lay bituminous materials Units 1, 2, 6 & 7
4. Reinstatement of concrete slabs Units 1, 2 & 8
5. Reinstatement of modular surfaces and concrete footways Units 1, 2 & 9

Delegates who undertake a full, 5 day, streetworks course with UCT will obtain awards 1, 2 & 5

Qualifications for Supervisors

The New Roads and Streetworks Act 1991 (NRSWA) requires organisations to ensure that work to install, renew, maintain and inspect underground apparatus in the street is controlled by competent people.

To meet these requirements, organisations have to make sure that a suitably qualified supervisor must supervise street works.

The supervisor does not need to be on site at all times, and can supervise more than one set of works. However, a supervisor qualification does not qualify the holder to work as a qualified operative.

The qualifications for the various types of work are made up of one or more units of competence. The units for supervisors are listed below;

Unit 10. Monitoring signing, lighting and guarding

Unit 11. Monitoring Excavation in the highway

Unit 12. Monitoring reinstatement and compaction of backfill materials

Unit 13. Monitoring reinstatement of sub base and base in non bituminous materials

Unit 14. Monitoring reinstatement in bituminous materials

Unit 15. Monitoring reinstatement of concrete slabs

Unit 16. Monitoring reinstatement of modular surfaces and concrete footways

Re-assessment for Operatives & Supervisors

The Street Works (Qualifications of Supervisors and Operatives) (England) Regulations 2009 require that supervisors and operatives must be reassessed every 5 years to confirm that they are still competent before they can re-register with the Streetworks Qualifications Register (SWQR) and continue to carry out street works.

The window for re-registration of a Street Works card is six months before and six months after the expiry date.

Prior to re-registering, card holders must have been successfully reassessed for the units of competence that they already hold.

Unit 2 - Signing, Lighting and Guarding

The course covers the following subject areas;

1. Conducting a site survey to determine footways, traffic lanes and safety zones

2. Conducting an on-site Risk Assessment to ensure that a safe system of working is in place

3. The use of portable traffice signals

4. The types of works, basic principles and legal requirements for signing and guarding

5. The Identification of ways to minimising disruption and ensure the safety of vehicular traffic

Unit 1 - Location and avoidance of underground apparatus

The course covers the following subject areas;

1. The interpretation of plans showing the location of underground apparatus

2. The identification of the different types of underground apparatus encountered during excavations

3. The identification of the risks and the implications of damage to underground apparatus

4. The use of pipe and cable location equipment (CAT & Genny)

Unit 7 - Reinstatement in hot lay bituminous materials

This unit is taken in addition to the full course and is for operatives involved in the use of 'hot lay' materials.

1. The course covers the following subject areas;

2. Preparing the pavement to receive hot-lay surfacing materials

3. Delivery and rolling temperatures

4. Constructing hot-lay surfacing layers

5. Disposal of surplus materials
