Streetworks Courses

We can offer full street work courses for Operatives or Supervisors and single units, such as, Signing Lighting & Guarding, Hotlay, Cat & Genny. Courses available in Manchester, Glasgow and London.

The New Roads and Streetworks Act 1991 (NRSWA) requires organisations to ensure that work to install, renew, maintain and inspect underground apparatus in the street is controlled by competent people.

To meet these requirements, organisations have to make sure that an operative, with the appropriate qualification(s), is on site when works are in progress.

Mandatory units for operatives

The mandatory unit to hold a valid Operative card was previously 002, this has now changed to O1.

Candidates can hold either LA or O1 (formally 001 & 002) as a stand-alone qualification. However, in order to have additional units added (O2/O3/O4/O5/O6/O7/O8) it is mandatory that the candidate holds both LA & O1 and that these units are still valid.

The units for operatives are listed below;

Unit LA. Location and avoidance of underground apparatus
Unit O1. Signing, lighting and guarding
Unit O2. Excavation in the highway
Unit O3. Reinstatement and compaction of backfill materials
Unit O4. Reinstatement of sub base and base in non bituminous materials
Unit O5. Reinstatement in cold lay bituminous materials
Unit 8. Reinstatement of modular surfaces and concrete footways

To meet these requirements, organisations have to make sure that a suitably qualified supervisor must supervise street works.

The supervisor does not need to be on site at all times, and can supervise more than one set of works. However, a supervisor qualification does not qualify the holder to work as a qualified operative.

Mandatory units for supervisors

The mandatory unit to hold a valid Supervisor card was previously 010, this has now changed to S1.

Candidates can hold either LA or S1 (formally 001 & 010) alone. However, in order to have additional units added (S2/S3/S4/S5/S7) it is mandatory that the candidate holds both LA & S1 and that these units are still valid.

The units for supervisors are listed below;

Unit S1. Monitoring signing, lighting and guarding
Unit S2. Monitoring Excavation in the highway
Unit S3. Monitoring reinstatement and compaction of backfill materials
Unit S4. Monitoring reinstatement of sub base and base in non bituminous materials
Unit S5. Monitoring reinstatement in bituminous materials
Unit S7. Monitoring reinstatement of modular surfaces and concrete footways

The Street Works (Qualifications of Supervisors and Operatives) (England) Regulations 2009 require that supervisors and operatives must be reassessed every 5 years to confirm that they are still competent before they can re-register with the Streetworks Qualifications Register (SWQR) and continue to carry out street works.

Prior to re-registering, card holders must have been successfully reassessed for the units of competence that they already hold.

Unit O1 – Signing, Lighting and Guarding

The course covers the following subject areas;

  • Conducting a site survey to determine footways, traffic lanes and safety zones
  • Conducting an on-site Risk Assessment to ensure that a safe system of working is in place
  • The use of portable traffice signals
  •  The types of works, basic principles and legal requirements for signing and guarding
  • The Identification of ways to minimising disruption and ensure the safety of vehicular traffic

Unit LA – Location and avoidance of underground apparatus

The course covers the following subject areas;

  • The interpretation of plans showing the location of underground apparatus
  • The identification of the different types of underground apparatus encountered during excavations
  • The identification of the risks and the implications of damage to underground apparatus
  • The use of pipe and cable location equipment (CAT & Genny)

Unit O6 – Reinstatement in hot lay bituminous materials

This unit is taken in addition to the full course and is for operatives involved in the use of ‘hot lay’ materials.

1. The course covers the following subject areas;

2. Preparing the pavement to receive hot-lay surfacing materials

3. Delivery and rolling temperatures

4. Constructing hot-lay surfacing layers

5. Disposal of surplus materials
